Proposed Bill Aims to Loosen Restrictions on Cannabis and Other Schedule I Drug Research

A new bill introduced by Representatives Dina Titus and Ilhan Omar—the Evidence-Based Drug Policy Act of 2025—aims to ease restrictions on researching cannabis and other Schedule I drugs. If passed, it would allow more clinical studies despite cannabis’s federal classification as having “no accepted medical use.”

Omar said the law would help science catch up with rising cannabis use across the U.S.: “We need drug policy to follow the science and reflect the reality on the ground.”

Advocates argue cannabis’s Schedule I status is outdated, as millions already use it legally for medical treatment in many states.
